Apollo 11 rocket engines may be dredged from the sea

James Cameron would love this. A couple of weeks before the centenary of the Titanic's sinking, Amazon founder Jeff Bezos announced the discovery of another set of historic relics at the bottom of the ocean: the engines that launched the Apollo 11 spacecraft towards the moon.
A private expedition financed by Bezos used state-of-the-art sonar to spot the five F-1 engines (shown in the forefront of the image above) at a depth of 4.3 kilometres below the surface of the Atlantic.
He will try to bring at least one of them back up to the surface. After more than 40 years under water, no one knows what sort of condition the engines are in. "On the other hand, they're made of tough stuff, so we'll see," Bezos writes on his website.
Despite their long submarine rest, the engines are still NASA property. He expects that the first engine to resurface will go on display at the Smithsonian National Air and Space Museum in Washington DC, alongside the Apollo Lunar Module and the space shuttle Discovery. If the team can recover another one, Bezos has asked NASA to donate it to the Museum of Flight in Seattle, Washington (where Amazon is based).
Bezos hopes the recovered engines will help inspire the next generation of space explorers. "I was five years old when I watched Apollo 11 unfold on television, and without any doubt it was a big contributor to my passions for science, engineering, and exploration," he writes. "With this endeavor, maybe we can inspire a few more youth to invent and explore."
It may seem a little backwards to inspire the future by literally dredging up the past. But Bezos is investing in future space flight more directly, too. His private space flight company Blue Origin is working on a vehicle called New Shepard to carry people and equipment on suborbital missions, and he has his sights set on getting into orbit as well.

Legal | Terrorism Offences in Australian Law ? a Criminal Lawyer's ...
Following a Leaders? Summit in Canberra on 5 April 2002, all Australian states and territories agreed to refer legislative power pursuant to s 51(xxxvii) of the Commonwealth Constitution to the Commonwealth Parliament, in order to provide for a coordinated counter-terrorism response. The referral of power provided for the making of laws, and the amendment of laws by the Commonwealth in relation to terrorist acts and actions relating to terrorist acts, limited to Part 5.3 of the Commonwealth Criminal Code (?Terrorism?). The concurrent operation of laws of states and territories was expressly provided for.
All Commonwealth criminal offences are heard and resolved in state and territory courts, exercising federal jurisdiction. Local rules relating to arrest and custody apply, under s 79 of the Judiciary Act 1903 (Cth) as do the local laws relating to procedure and evidence ?except as otherwise provided by the Constitution or the laws of the Commonwealth.? The parts of the Commonwealth Act relating to criminal proceedings therefore applies in state and Territory courts and supplements and replaces relevant local procedures.
The Criminal Code Act 1995 (Cth) (?the Code?) now also contains offences of treason and sedition, offences relating to espionage and similar activities. Trials upon these allegations of espionage are inherently likely to involve sensitive information, now attracting the operation of the National Security Information (Criminal and Civil Proceedings) Act 2004 (Cth).
The other offences likely to invoke the provisions of the National Security Act are offences of terrorism, as incorporated into Part 5.3 of the Code. Section 100.3 of the Code indicates that the purported constitutional basis for the Part is the referral of power from referring States, or where there has not been a referral, the heads of power contained in s 51 of the Constitution. The latter is moot, as all Australian states have referred power. Application in the Territories is based upon ss 122 and 51 (other than s 51(xxxvii)) of the Constitution.
Terrorism offences include direct involvement in or commission of acts preparatory to a terrorist act, providing or receiving training connected with a terrorist act, and possessing things connected with a terrorist act, and collecting or making documents likely to facilitate a terrorist act.
?Terrorist act? is defined by s 100.1(1) of the Code as meaning action or a threat of action which either causes serious physical harm, death, or endangerment to another person?s life, causes serious damage to property, creates a serious risk to public health and safety, or seriously interferes with, disrupts or destroys an electronic system. The mental element of the definition requires that the action be performed or the threat made with the intention of advancing a political, religious or ideological cause, and also the intention of coercing or influencing a government by intimidation, or intimidating the public or a section of the public.
Actions of advocacy, protest, dissent, or industrial action, and not intended to cause physical harm, death, endangerment, are excluded from the definition of a terrorist act.
The Code also includes offences of directing the activities of a terrorist organisation, membership, recruitment, training, or receiving training in respect of such an organisation, associating with, or providing funding or assistance to an organisation. A terrorist organisation is one that is directly or indirectly engaged in, preparing, planning, assisting in or fostering the doing of a terrorist act (whether or not a terrorist act occurs), or one specified by the regulations. Financing terrorism, or a terrorist, is also a criminal offence under the Code.

Incident Tech's gTar gets teased, remains largely silent (video)
What you see above is the gTar, an upcoming electronic musical instrument from Bay Area-based startup, Incident Technologies. It's got what appears to be an iPhone docked in the pick-guard and it looks pretty cool lit up in the teaser video after the break. Beyond that, there's not a ton of information about the thing available online, but we did some digging and have pieced together a pretty good idea about the thing. The device made an appearance at South by Southwest earlier this month, and bits and pieces have made their way into the web by way of startup site AngelList and social networks like Facebook, Twitter and, of course, YouTube. A posting on the former describes it as "a consumer electronics device that enables an interactive music entertainment experience to anyone without any kind of previous musical knowledge."
From the looks of it, the thing is a little bit Guitar Apprentice and a little bit Tabber. Unlike the plasticky Guitar Apprentice, however, this device looks like a genuine guitar (strings and all), albeit one with a light up fretboard for Tabber-like educational purposes and a "docked mobile device." The guitar also makes it possible to share music socially, though it's not entirely clear whether this is accomplished via the docked smartphone or an external output like a PC, though given the company's connections to the developer community, we suspect that both will be options, be it through built-in functionality or available APIs. The gTar is also being positioned as a music creation device, rather than simply an educational tool (a la Tabber) or a simple overblown Guitar Hero-style controller.

Developers are at odds over Adobe's plan to charge a 9 percent revenue share for higher-end Flash games that make more than $50,000 in revenues. So today, Adobe announced a new set of features for developers who create very graphics-heavy games with the launch of Flash Player 11.2. Is Groupon Out to Change How Small Businesses Do Business ...

Groupon has been on quite the acquisition spree this year.? In February, they purchased travel site Uptake, which lets you use your social networks to research travel destinations, adding to their Groupon Getaways department.? Prior to that, they acquired Hyperpublic, which aggregrates place and deal data to connect people to places better, and Adku, an ecommerce data firm that optimizes shopping by offering you product suggestions.
Last week, the Chicago-based daily deal behemoth announced the purchase of FeeFighters, a startup that provides online payment services and comparison shopping for credit card processors. We have been following FeeFighters since 2008 when they were known as TransFS and were a showcased startup at our winter 2008 Chicago mixer. Tech Cocktail co-founder Eric Olson was part of the initial TransFS team until he took on grad school. After the name change, they pulled in our former intern Stella Fayman as a marketing co-founder, and they were part of the first Excelerate Labs accelerator class, raised $1.6 million in funding and now exited to Groupon.
If you look at these recent acquisitions (there have been 17 total in the past 12 months), you can start to see a pattern: Groupon is building a massive platform and database around small businesses.? While there has been much speculation about the future of daily deals (neither Groupon or LivingSocial are turning profits yet), they are opening up an entirely new playing field of offering services to small businesses around the world.
Because the success of small businesses are so vital to the health of the global economy, this is only good news. The more support small businesses get ? whether it?s connecting with customers on a more micro/local level or just making it easier to for them to run their businesses ? the better.
It will be interesting to see what is next for Groupon.? We can only guess it?ll be big.

Spain's PM fails to land big regional endorsement
SEVILLE, Spain (Reuters) - Spain's centre-right People's Party failed to secure an outright majority in a regional election in Andalucia, missing out on the chance of a psychological boost for Prime Minister Mariano Rajoy's looming austerity budget.
Surveys had suggested the PP would win its first ever overall majority in Spain's most populous autonomous region, a result that would have reinforced his mandate to deepen cutbacks in public spending as he tries to drag Spain out of the euro zone debt crisis.
A solid win in Andalucia, known for its olive oil and beaches, would have put the PP in control of 12 of 17 autonomous regions and strengthened Rajoy's hand before a general strike on Thursday and his presentation of a tough 2012 budget on Friday.
"A day after the polls, the PP is still the dominant power in Spain ... but electorally it is starting to suffer the effects of the (economic) situation it has to deal with," the left-leaning newspaper El Pais said in an editorial.
The PP won 50 of the 109 seats in Andalucia, still the most it has ever won. But the combined totals of the Socialists, with 47, and the United Left on 12 open the possibility of a leftist ruling coalition.
Opinion polls had forecast the PP would take between 54 and 59 seats as Andalucians tired of three decades of Socialist rule, high unemployment and corruption scandals.
In April, Rajoy is expected to enact reforms allowing the regions to cut health care and education spending. He commands an absolute majority in the national parliament and will be able to forge ahead with plans for spending cuts to hit a tough public deficit target of 5.3 percent of gross domestic product.
The extent of fear over the cuts will be visible on Thursday when Spain sees its first general strike since November 2010.
"The vote should not be over interpreted in the coming days. People are not suddenly shifting and voting against austerity. The PP still won in Andalucia. The mood has not changed for the Socialists and a general strike is not going to change the government's deficit commitments," said Antonio Barroso, political analyst with Eurasia Group.
The Socialists suffered all over Spain in last year's national and local elections as voters punished them for their handling of the economy. Spain is heading into its second recession in three years.
"It's a bittersweet victory for the PP. It would have given them control of 12 of 17 regions, and of all the main ones except Catalonia, which is committed to austerity anyway," Barroso said.
FATIGUE WITH SOCIALIST RULE
The United Left - which doubled its presence in the assembly - hinted that it would consider a coalition with the Socialists, but analysts said tough negotiations lay ahead.
"Today we've seen that the majority of voters in Andalucia have not voted for the right. They want change that defends the social model and equality of opportunity," United Left leader Cayo Lara said on television.
"The people of Andalucia want change, but they want change through the left."
A dozen Socialist leaders are to go on trial on accusations that they diverted benefits meant for struggling companies to family and friends.
"United Left knows it can either go into an alliance with a government that has been marked by corruption scandals, or with the PP, which won more popular backing," said Jose Pablo Ferrandiz, a director at Metroscopia polling agency.
Metroscopia had forecast outright victory for the PP and had not expected so many votes to go to the United Left.
"United Left has the key to the next government, and it will sell it dearly," Ferrandiz said.
The smaller northern region of Asturias also held an election on Sunday. As expected, no party got a clear majority, and it was still not clear whether the Socialists or the PP would be able to form an alliance with another party to govern.
Spain's regions account for about half of public expenditure and overseeing their spending after years of profligacy will be key to the central government meeting its deficit targets.
Andalucia is one of the most indebted regions in Spain relative to its output and has the highest jobless rate, at over 31 percent.
It is home to almost a fifth of Spaniards and its economy relies on more than 20 million visitors to its cities and beaches each year, as well as agriculture.
At least half of Spaniards support some spending cuts to social services as the government tries to avoid needing a bailout like neighbor Portugal.
Spanish stocks were the main fallers in Europe on Monday morning.
By 0844 GMT, the FTSEurofirst 300 index was almost unchanged while the Spanish IBEX index was down 1.7 percent.

WASHINGTON (AP) ? President Barack Obama wants Congress to end a showdown that threatens to cut off federal highway and transit aid to states just as the spring construction season starts.
In his weekly radio and Internet address, Obama is encouraging voters to pressure Democrats and Republicans to pass a long-term transportation bill. He says the economy will take a hit otherwise as construction projects sit idle.
Obama reiterates the White House call for Congress to adopt the two-year $109 billion bill the Senate passed overwhelmingly last week. House Republicans are divided over a five-year $260 billion package.
In the Republican address, Sen. Minority Leader Mitch McConnell says the time is now to repeal the president's health care bill.

Angelina Jolie's Oscar night pose got 10 times the attention of the Best Picture winner, but the actress says she doesn't even pay attention to that noise.
Despite spawning a hilarious photoshop trend (below, right) and even her own Twitter hashtag (#jolieing), she didn't even realize there was a media craze.
In other words, when you're this cool, you make the news. You don't read it.
The woman with the most revealing, famous right leg in the biz tells the Huffington Post, "I honestly didn't pay attention to it. You know what I mean?"
"I don't watch the shows and if I go online and see something about myself, I don't click on it. And the people I surround myself with don't really talk about that kind of stuff ... I did hear something, but I didn't pay any attention."
"It's as simple as being a woman, picking out a dress you like and having a good night, and not really thinking about anything else."
Yeah right. More people feel sorry for Kim Kardashian getting flour bombed than believe she posed like that naturally, then didn't revel in the attention.
